King Announces Over $137 Million in Direct Congressional Funding for 93 Maine Projects

WASHINGTON, D.C. – U.S. Senator Angus King (I-Maine) today announced that 93 Maine projects included in his Congressionally Directed Spending (CDS) requests will be receiving $137,252,598 through the bipartisan Fiscal Year 2022 budget that passed by a vote of 68-31. Authorized in 2021 on a bipartisan basis, CDS funding reflects funding priorities advocated for by the lawmakers closest to the projects and initiatives, and is included in annual federal appropriations legislation to provide a specific amount of discretionary funding to a state, locality, or nonprofit organization for projects with demonstrated civic and community value. 

“From fire stations and town halls to rural healthcare and economic development, Maine’s 2022 Congressionally Directed Spending will support important projects across the state that will improve the lives of Maine people and invest in the future of our communities,” said Senator King. “These historic investments will go directly to the local governments and nonprofits that have provided economic opportunity, supported civic engagement, and distributed vital public services to the people of Maine. These organizations have made immense contributions to our state – especially during the COVID-19 pandemic – and I’m glad they will be getting the funding they need to continue and expand their efforts. I’m grateful that Congress approved so many of my CDS requests, and deeply appreciate all of the Maine organizations who submitted projects for consideration. I look forward to seeing these funds support communities across our state for years to come, and urge Maine groups and stakeholders to seek similar support through the FY2023 budgeting process.”

Senator King is now accepting preliminary requests for Maine-based Congressional Directed Spending projects for FY23. Full information on the CDS application process, eligibility, and FAQs can be found at king.senate.gov/CDS. Interested organizations can also email cdsrequests@king.senate.gov with questions. The current deadline for submissions is 5:00pm, Friday, April 15, 2022, but may be extended depending on Congressional dynamics.

ANDROSCOGGIN COUNTY

Recipient Name: Maine Department of Transportation – Livermore Falls State Route 17
Funding Amount: $4,000,000
Project Purpose: To reconstruct 1.1 miles of State Route 17 in the town of Livermore Falls. This reconstruction project will address deficiencies with safety, mobility, pavement structure, drainage, pedestrian access, ADA compliance, bicycle access and parking.

Funding Amount: $1,700,000
Project Purpose: To assist two communities (Livermore Falls and Jay) in replacing their aging joint wastewater facility. Federal funding would help to reduce the burden on two towns that have seen a changing and declining industrial base. The wastewater treatment facility is critical to continuing improvements to the water quality of the Androscoggin River and important to the Jay-Livermore region.

Project Purpose: To remove asbestos and other contaminants from and the replacement of the Bates Mill #5 Building Weave Shed roof.

Recipient Name: Central Maine Healthcare Corporation 
Funding Amount: $948,000
Project Purpose: To support the Paralysis and Brain Injury Rehabilitation Expansion Project that provides enhanced rehabilitative therapy services for survivors of spinal cord injury, traumatic brain injury, stroke, cerebral palsy, and other neurological conditions. Building renovations include community reintegration simulation space, improvement to allow for overhead lifts used in therapy, restroom accessibility improvements for patients.

Project Purpose: To support renovations at a domestic violence resource center serving Androscoggin, Franklin, and Oxford counties including the installation of an elevator at its community-based program center in Lewiston.

Project Purpose: To renovate Spurwink’s Intermediate Care Facility (ICF) for Individuals with Intellectual Disability in Lewiston, one of only fifteen facilities in the State of Maine that provide a crucial service as a health care facility for people with disabilities.
 
AROOSTOOK COUNTY
 
Recipient Name: Maine Department of Transportation – Maine Northern Railroad
Funding Amount: $12,960,000
Project Purpose: To upgrade the Maine Northern Railroad mainline from Millinocket to Scopan Township to allow 25 mph speeds and to upgrade the Presque Isle and Houlton Lines to allow for 25 mph speeds.
 
Recipient Name: Loring Development Authority of Maine
Funding Amount: $3,100,000 
Project Purpose: To support the Loring Commerce Center, formerly Loring Air Force Base, Maine's largest business park. This funding would be used to improve roads, demolish substandard structures, and initiate a marketing effort to attract new business tenants.
 
Recipient Name: Maine Community Action Partnership
Funding Amount: $2,000,000
Project Purpose: To support Maine Community Action Partnership’s integration of a "Whole Families" approach into their comprehensive programs and services for Maine families.
 
Recipient Name: Maine Department of Transportation – Presque Isle Route 1
Funding Amount: $1,200,000 
Project Purpose: To provide preliminary engineering funding for improvements to US Route 1 over a 2-mile stretch. Project will coordinate with municipal and private investments in the downtown.

Funding Amount: $1,000,000
Project Purpose: To expand the college’s successful Mechanized Logging Operations program to address the immediate need for skilled entry-level operators trained on increasingly sophisticated harvesting equipment.

Funding Amount: $732,000
Project Purpose: To support the Walkable Houlton Project’s repair and upgrades to town sidewalks and the railings on the Gateway Crossing Pedestrian Bridge.
 
Recipient Name: Aroostook County Action Program
Funding Amount: $643,000
Project Purpose: To fund the acquisition and deployment of a Community Action Services Mobile Unit to bring critical services to the people of the most rural and underserved communities of northern Maine.
 
Recipient Name: Northern Maine Community College 
Funding Amount: $567,000
Project Purpose: To expand the electrical construction and maintenance program at the college to address the urgent need for licensed electricians in the state of Maine.

Funding Amount: $550,000
Project Purpose: To repair and upgrade the Echo Lake Septic Tank Effluent Pump System in the Aroostook State Park recreation area.
 
Recipient Name: Town of Frenchville
Funding Amount: $247,000
Project Purpose: To upgrade the existing pump station #2 and replace 3,200 feet of existing force main. The existing 30+ year old force main has failed largely due to the reuse of the existing force main pipe combined with the installation of a larger pump station necessitated at the time to accommodate the increased flows originating from Saint Agatha. Funding this project will help keep the user raters down for a rural, aging region with limited options to offset costs.
 
CUMBERLAND COUNTY
 
Recipient Name: The Committee to Restore the Abyssinian Meeting House
Funding Amount: $1,700,000
Project Purpose: To support the restoration, historic preservation, and maintenance of the Abyssinian Meeting House in Portland, the third oldest African-American meeting house in the nation. 
 
Recipient Name: Town of Bridgton
Funding Amount: $1,400,000
Project Purpose: To support the Bridgton Sewer Main Extensions project to provide sewer service to new homes and businesses in Bridgton.
 
Recipient Name: Roux Institute at Northeastern University
Funding Amount: $1,000,000
Project Purpose: To support the development of the Advanced and Additive Manufacturing Center at Brunswick Landing. The Roux Institute in collaboration with Kostas Research Institute, (a partnership model with university researchers, early-stage companies, mature industry) will finance the operational costs and hiring key Center staff, and supporting workforce development and educational programs.
 
Recipient Name: Southern Maine Community College
Funding Amount: $1,000,000
Project Purpose: To purchase a mobile welding training lab to be shared across the State of Maine via the Maine Community College System. The lab will accelerate welding skills workforce development and training for manufacturers in Maine.

Funding Amount: $1,000,000
Project Purpose: To support road construction and improved access to an industrial park in Gorham.
 
Recipient Name: University of Maine System – Teacher Residency Program
Funding Amount: $989,000
Project Purpose: To fund the Maine Teacher Residency Program to expand a successful pilot program developed during the pandemic to address teacher shortages in the state. The funding is for program design, coordination, recruitment, and training to create 100 district based teacher residencies across the state.
 
Recipient Name: American Red Cross, Northern New England Region
Funding Amount: $871,000
Project Purpose: To fund critical repairs and upgrades to the American Red Cross biomedical facility in Portland. This facility serves as a vital hub in the statewide collection and distribution of more than 60,000 units of blood and blood products annually and is home to the Portland fixed blood donation center. Specifically, the funds will support a new statewide, community-based mobile blood drive staging area, parking lot repairs, and a generator at the Red Cross, Portland biomedical facility.

Funding Amount: $810,000
Project Purpose: To support workforce development via completion of Phase 1 of Saint Joseph’s College’s Center for Nursing Innovation Home Health Simulation Floor.

Project Purpose: To support an Intensive Outpatient Program for low-income Mainers struggling with Substance Use Disorders and to expand the capacity of Milestone Recovery’s existing detoxification program from 16 to 24.

Funding Amount: $658,000
Project Purpose: To support the Portland Alternative Response Team Initiative (PART) to provide a non-law enforcement response alternative to calls for service triaged through the Portland Regional Communications Center.
 
Recipient Name: Gulf of Maine Research Institute – Climate Center Project
Funding Amount: $650,000
Project Purpose: To fund the Gulf of Maine Research Institute’s Climate Center project that will support resilient and thriving waterfront economies all along Maine’s coasts and enhance planning for a future with higher seas, stronger storms, and warming and acidifying waters. The project will provide communities with actionable plans aligned with and in support of “Maine Won’t Wait,” the state's climate action plan.

Funding Amount: $632,000
Project Purpose: To fund the Gulf of Maine Research Institute's "Blue Economy Initiative" to support Blue Economy entrepreneurs commercializing innovative products and services that are marketable and sustainable.

Project Purpose: To support the Youth Family Outreach Expansion Project to create a new renovated education and community space (9 classrooms) to reduce the current 100+ family waitlist and increase access to high-quality early care and education.

Project Purpose: To fund the design, permit, and construction of a User Fee Customs and Border Protection facility at the Brunswick airport.

Project Purpose: To support Maine 4-H’s acquisition of the Magic Lantern in Bridgton to expand 4-H programs with local schools and afterschool programs. Maine 4-H plans to transform the building into an Innovation Lab and Learning Center to support the students in Bridgton and the surrounding communities.
 
Recipient Name: Harrison Food Bank
Funding Amount: $388,000
Project Purpose: To support the completion of the Harrison Food Bank and Community Center, including interior and exterior upgrades. Facility will also serve as a shelter and food distribution hub for the town.

Project Purpose: To support MECA’s expansion of online Learning Management System to broaden the College’s reach throughout Maine to provide undergraduate, graduate, pre-college courses, continuing studies, and connections to local schools, teachers, and nonprofits.

Project Purpose: To support Best Buddies International, Inc’s delivery of instructional services to students with intellectual and developmental disabilities at 20 middle and high schools in Maine.

Funding Amount: $4,800,000
Project Purpose: To fund the conversion of a 4-lane section of Bangor Street in the City of Augusta to improve safety following several pedestrian and bicycle crashes over the years.

Funding Amount: $1,000,000
Project Purpose: To address critical deficiencies associated with the existing Chaffee Brook Pump Station and Force Main to ensure the reliability of the Town of Winslow’s sanitary sewer collection system, and to address the recommendations associated with the Town of Winslow’s recently updated Combined Sewer Overflow Master Plan Update.

Project Purpose: To support the University of Maine System pilot of a statewide entry-year experience for adult learners that leverages available resources to maximize second year retention and improve workforce development statewide.

The accelerator program will support job creation in new careers and food economy efforts to build on the state’s 10-year economic strategy and climate change recommendations.

Project Purpose: To rehabilitate .74 miles of State Rt 32 in Vassalboro to improve transportation access and to address deficiencies with safety, mobility, pavement drainage, pedestrian access, ADA compliance, and bicycle access.

Project Purpose: To fund the Maine Department of Marine Resources (DMR) Planning for the Future of Maine’s Lobster Industry project. The project would strengthen DMR’s support of Maine’s lobster industry through implementation of an educational strategy and outreach with fishermen regarding right whales and impacts of new regulations.

Project Purpose: To fund reconstruction of 1.5 miles of highly used commuter route of US Route 1 to address deficiencies with safety, mobility, pavement drainage, pedestrian access, ADA compliance, and bicycle access, and replace a bridge in Camden.

Funding Amount: $1,500,000
Project Purpose: To fund the Rockland Commercial Fish Pier Rehabilitation, which includes repairs and improvements necessary to continue to provide economic development opportunities for the city and safe, affordable working waterfront access for the region.

Funding Amount: $1,410,000
Project Purpose: To support the Vinalhaven Downtown Project and upgrades to stormwater, sewer and wastewater infrastructure on Main Street. The Project seeks to address growing concerns of flooding due to increased precipitation and rising sea levels and proposes to strengthen the future resiliency of the island’s economy.

Project Purpose: To fund paving, pedestrian, and bicycle improvements and EV charging station installations on 9.4 miles of State Rt 27.

Funding Amount: $1,000,000
Project Purpose: To support the Town of Waldoboro--in collaboration with LincolnHealth/ MaineHealth--in creating a community center and medical facility to improve access in the region.

Project Purpose: To support local police department equipment purchases for multiple departments in the region.

Project Purpose: To improve safety and mobility in the intersection of Route 2 and Route 7, a congested area prone to accidents. Area is major gateway to Moosehead Lake Region and forest products industry. Project includes construction of a 2-way left turn lane, a roundabout, as well as pedestrian and bicycle safety improvements.

Funding Amount: $4,000,000
Project Purpose: To support the expansion and renovation of the Katahdin Higher Education to increase access to childcare and workforce development in the region.

Funding Amount: $2,851,000
Project Purpose: To support the East Millinocket Industrial Complex renovation and repairs of 137,875 sf of existing buildings located on the East Millinocket former mill site.

Project Purpose: To support the UMaine Energy Efficient Community Cross-Laminated Timber demonstration project and development of a novel prefabrication, off-site, manufacturing methodology to bring structural, environmentally sustainable and energy efficient roof/wall assemblies to the U.S. market. The project proposes to improve the performance and affordability of newly constructed energy efficient buildings and enhance the energy-efficiency of existing buildings.

Project Purpose: To fund the renovation of the Surgical/Orthopedic floor of St. Joseph Hospital as part of its long-term project to develop a state of the art “Age-Friendly Health System” aimed to better support the needs of older adults and their caregivers.

Project Purpose: To support the Oak Grove Sewer Remediation Project as part of Brewer’s ongoing effort to repair an aging sewer system to help eliminate combined sewer overflows.

Project Purpose: To support the University of Maine System (UMS) schools of nursing acquisition of a mobile pediatric and obstetric simulation lab to provide workforce training and healthcare training for all four nursing programs within the UMS.

Project Purpose: To support renovations to the Center for Wabanaki Healing and Recovery, the first indigenous treatment and recovery center in Northern New England located in Millinocket, Maine.

Project Purpose: To establish the Maine Climate Coordination Center as the coordination hub for Maine’s Climate Action Plan. Funding would support staffing and operations during the center’s developmental phase and the implementation of the state’s climate strategy.

Project Purpose: To support the Jail Diversion through Work and Wellness program to improve workforce development and mental health in Maine’s jail population.

Project Purpose: To fund a site assessment and reuse study of the former Great Northern Paper Wastewater Treatment Plant in Millinocket. The proposed funds and project would be utilized to better understand the remediation and reuse of the former GNP waste water treatment plant.
 
Recipient Name: Eastern Maine Development Corporation
Funding Amount: $600,000
Project Purpose: To fund the Agriculture Worker Training, Placement, and Support Program to increase and improve the availability of agricultural workers. The project seeks to address chronic underemployment in the agricultural workforce, particularly for farms producing perishable products.

Funding Amount: $510,000
Project Purpose: To fund the renovation of the Carriage House and improvements to the residence on the 44 Ohio Street Bangor campus to support Penquis Early Head Start and Head Start services, childcare services, and a family learning lab for women who are engaged in higher education and remote learning activities for their children while they are in SUD treatment. 
 
Recipient Name: Maine Discovery Museum
Funding Amount: $500,000
Project Purpose: To support science education in Maine through professional development and training for elementary school teachers.
 
Recipient Name: University of Maine System – Managing Invasive Emerald Ash Borer
Funding Amount: $300,000
Project Purpose: To support outreach and education to increase understanding, acceptance, and support of plant pest and disease eradication and control efforts. Funding will also help to enhance mitigation capabilities with assessment of silviculture treatments as well as Integrated Pest Management strategies at selected locations in Maine. Project would improve the monitoring of disease outbreaks and ability to monitor and detect stages of infestations.
 
Recipient Name: East Millinocket Fire Department
Funding Amount: $300,000
Project Purpose: To support the purchase of two four-wheel drive ambulances to improve emergency response times during adverse weather. 
 
Recipient Name: University of Maine System – BARD Program
Funding Amount: $292,000
Project Purpose: To support University of Maine’s BARD (Business, Agriculture and Rural Development) program to assist Maine’s agricultural producers, particularly those agricultural producers operating at a smaller scale or focused on producing more niche products. The program leverages the Cooperative Extensive and the Maine Business School, to train students to provide high quality, in-demand business advising services directly to Maine’s small-scale agriculture producers.

Project Purpose: To support Phase III of the library renovation project in Millinocket, which includes the addition of a roof canopy to create an outside children's space, exterior site work, a solar array on the roof, and external signage.

Recipient Name: Maine Department of Transportation – Dover Foxcroft Dover Bridge
Funding Amount: $7,200,000
Project Purpose: To replace the 91-year old Dover Bridge over the Piscataquis River.

Project Purpose: To support the rehabilitation of Lincoln Street bridge in downtown Dover-Foxcroft. 
 
SAGADAHOC COUNTY
 
Recipient Name: Bath Area Family YMCA
Funding Amount: $1,456,000
Project Purpose: To support the construction of a new child care center to better serve the Bath community and to meet the regional demand for quality, affordable childcare, which is currently at capacity.
 
SOMERSET COUNTY
 
Recipient Name: Maine Department of Transportation – Pittsfield State Route 11
Funding Amount: $3,200,000
Project Purpose: To rehabilitate 1.8 miles of Route 11 to address deficiencies with safety, mobility, pavement structure drainage, pedestrian access, ADA compliance, and bicycle access. This route is the primary access to Maine Central Institute and major employers in Pittsfield.
 
Recipient Name: Main Street Skowhegan
Funding Amount: $2,000,000
Project Purpose: To cover phase one costs of the Skowhegan Run of River Project for development of Whitewater River Park and improved river access, terraced seating for events and construction of the river park.
 
Recipient Name: Town of Madison
Funding Amount: $1,000,000
Project Purpose: To support the Town of Madison Forest Products Hub Economic Revitalization project’s engineering and equipment costs for the town to obtain an anaerobic digester that turns organic feed stock into renewable biogas, strengthening economic development in the region.

Project Purpose: To support the Building the Next Generation of Maine’s Seafood Workforce project and development of world class, industry-relevant, community college training programs at Washington County Community College and Southern Maine Community College.

Funding Amount: $120,000
Project Purpose: To support the upgrade of a critical backup generator in Eastport’s sewer system. The existing generator is too small to operate more than one pump and cannot keep up with transferring all the flow from the entire sewer system to the plant.
 
YORK COUNTY
 
Recipient Name: City of Saco
Funding Amount: $3,930,000
Project Purpose: To support improvements to the Saco’s Water Resource Recovery Department that is located within two feet of the tidally-influenced Saco River. The project would address climate mitigation and improve resiliency from severe floods and weather events, improving reliability and increasing treatment capability and capacity of the plan to meet Saco’s anticipated growth demands.

Funding Amount: $2,850,000
Project Purpose: To support structural and mechanical improvements to the Perkins Cover Pedestrian Footbridge, a key access point to Perkins Cove. Project also includes reconstruction of Harbormaster quarter which houses a bait shack for commercial fishermen, which is in poor condition. Perkins Cove and the Perkins Cove Pedestrian Footbridge are destination locations along the Southern Maine seacoast region.
 
Recipient Name: Town of Old Orchard Beach
Funding Amount: $1,000,000
Project Purpose: To update the Old Orchard Beach Wastewater Treatment Facility to improve aging infrastructure that no longer can support current uses long-term or future growth. Funding supports the first phase of the treatment facility and collection system upgrades project to help meet mandated environmental goals and reduce pollution.
 
Recipient Name: Eastern Trail Management District
Funding Amount: $700,000
Project Purpose: To support the engineering design of an 11-mile section of planned multi-use recreation trail and active transportation corridor between Kennebunk, Wells and North Berwick Maine.

Project Purpose: To purchase and rehabilitate a property that is centrally located in Sanford to serve as a Community Resource Center.

Project Purpose: To support substance use disorder prevention activities in York county by implementing evidence-based programs aligned with Maine’s Opioid Response: 2021 Strategic Action Plan.
